The inspector General of Government Irene Mulyagonja has ordered the National Council for Sports (NCS) to suspend a contracrt with ZOE Fellowship Ministries of Prophet Elvis Mboye over mismanagement.

In a letter dated June 5th, the IGG says her office has received a complaint against the council that the Cricket Oval was irregularly contracted for ZOE Ministries’ massive public prayer rallies to the detriment and prejudice of the state of the grounds and ultimately the activities of Uganda Cricket Association which has occupied the space since 1966.

“The UCA alleges that the implementation of terms of this contract will stifle the activities of various cricket teams and make it impossible for them to prepare for various tournaments because they will retain the use of the grounds for only 3 out of 7 days of each week for the duration of the contract,” the IGG wrote.

She further explained that the manner in which the procees from such contractual obligations are received and accounted for is irregular and contrary to the requirements of the Public Management Act and other related legal standards.

The contract is suspended until investigations into the circumstances upon which the contract was entered  and the management of the proceeds arising therefrom. 

“You are also hereby notified that the Inspectorate of Governement will in addition to this particular matter be commencing a systemic review of the processes and procedures of the National Council of Sports on various other matters that have been brought to the attention of this office which will be communicated under separate cover” Mulyagonja writes.

Prophet Mbonye, famous for making followers kiss his shoes had been fellowshiping every Tuesday at Kyadondo grounds, until recently when he decided to move to the cricket oval, with many claiming his numbers had outgrown the former place. It is unclear, what his next destination will be.
