Police Criminal Investigations Department is investigating circumstances under which over 492 million shillings meant for Apac Municipality disappeared.
On January 22nd and 24th, unknown people allegedly hacked into Apac Municipal Account and fraudulently paid the said money to two companies; Ligation International Limited and Otam Limited.
The shillings 90 million was meant for wage (Health and Administration), 72 million for Development Grant, while 330 million shillings was meant for the Uganda Support to Municipal Infrastructure Development- USMID project.
However, on January 27th, municipal authorities raised a requisition using the Integration Financial Management System- IFMS for payment of some service providers only to discover that the other two companies who were not pre-qualified had been paid without authorization.
According to Tonny Ogwang the Apac Municipal Deputy Town Clerk, a team from the CID headquarters from Kampala are in Apac to investigate the loss.
The Ministry was also notified to put on hold the payment so that the reason for payment can be investigated with fear that the system which is being easily manipulated can greatly cripple service delivery.
