The National Information Registration Authority (NIRA) has failed to commence mass enrolment of 17.2 million persons due to funding gaps for the activity, the Authority’s Executive Director, Rosemary Kisembo, has said.

The affected pupils from St. Catherine Primary school in Kakumiro district were turned away after they arrived one hour and sixteen minutes into the Math paper on November 08.
