APPOINTMENTS, TRANSFERS, LEAVE AND SPECIAL PROMOTIONS

1. Mr. David Sekabembe Nsalasatta, Director E, E & E, Prisons Headquarters, is appointed Director Prisons Production and Engineering.

2. Mr. Samuel Akena, Director Support Services, Prisons Headquarters is appointed Director Correctional Services and Chairman Finance Committee.

3. Mr. Eli Muhumuza, Director Planning and Development, Prisons Headquarters is appointed Director Research, Policy and Project Development.

4. Mr. Jack Wycliffe Kururagyire, Commissioner Inspectorate, Prisons Headquarters, is appointed Ag. Director Human Resource.

5. Mr. Augustine Obura, Commissioner Custodial Services, Prisons Headquarters, is appointed Ag. Director Cooperation and Corporate Affairs.

6. Mr. Moses Wagabaza Kakungulu Commissioner Special Duties, Prisons Headquarters, is appointed Commissioner National, Regional and International Cooperation.

7. Mr. Alfred Dakokati Okulu, Commissioner Inspectorate, Prisons Headquarters, is appointed Commissioner Inspection and Quality Assurance.

8. Ms Elizabeth Nanfuka, Commissioner Prisoners’ Administration - Convicts, Prisons Headquarters, is appointed Commissioner Social Rehabilitation and Re-integration.

9. Mr. Julius Aloka, Commissioner Non Tax Revenue, Prisons Headquarters, proceeds on accumulated leave.  He hands over office to Mr. James Cockers Okiror, SSP.

10. Mr. Andrew Tebyasa Kisitu, Commissioner Farms and Industries, Prisons Headquarters, is appointed Commissioner Prisons Farms Management.

11. Mr. David Asiimwe Ahimbisibwe, Commissioner Training & Operations, Prisons Headquarters, is appointed Commissioner Human Resource Planning and Development.

12. Dr. George Muge, Commissioner Livestock Development and Entomology, Prisons Headquarters, is appointed Commissioner Product Promotion and Distribution, Livestock Health and Development; and Chairperson Prisons Land Board.

13. Mr. Robert Munanura, Commissioner Prisoners’ Administration - Remands, Prisons Headquarters, is appointed Commissioner Custodial Services, Safety and Security.

14. Mr. Wilson Magomu, Commissioner, Regional Prisons Commander Kampala Extra Region, in addition to RPC, he is in Charge of Counterterrorism in the Uganda Prisons Service. 

15. Mr. John Bosco Tumwebaze, Commissioner, Commandant Prisons Training School, is appointed Commissioner Prisons Academy and Training School.

16. Mr. Tobias Ocaa Ebong, ACP, Regional Prisons Commander South Western Region proceeds on accumulated leave.  He hands over to Mr. Franca Byamugisha, ACP, Regional Prisons Commander Kigezi Region, who is now appointed RPC South Western Region.

17. Mr. Luke Plastin Oneka, ACP, Industries, Prisons Headquarters, is appointed Ag. Commissioner Industries.

18. Mr. Gervase Tumuhimbise, ACP/Junior Personnel, Prisons Headquarters, is appointed Ag. Commissioner of Prisons, Staff Administration and Counselling.

19. Mr. Frank Muhangi Katungye, ACP, Regional Prisons Commander East Central, is transferred to Eastern Region as Regional Prisons Commander.  He hands over to Mr. Joel Kiggundu, SSP, U.G. Prison M/Bay who is now appointed Regional Prisons Commander East Central.

20. Mr. Selestino Twesigye, ACP, Officer in Charge, U.G. Prison M/Bay, proceeds on 36 days leave.  After leave he takes over from Mr. Wilson Magomu, ACP, as Officer in Charge, U.G. Prison Upper.

21. Mr. Judas Tadeo Kaliisa, ACP, Officer in Charge, U.G. Farm Prison Farm Ibuga, is transferred to Prisons Headquarters to take charge of Seed Multiplication and Cotton Production Project.

22. Mr. James Aissu, SSP, Regional Prisons Commander Eastern, is transferred to Kigezi Region as Regional Prisons Commander.

23. Mr. Christopher Okware, SSP, Officer in Charge, U.G. Prison Mbale, is appointed District Prisons Commander Mityana.

24. Mr. Alex Ben Wansadha, SSP/PPU, Prisons Headquarters, is appointed SSP/Safety and Security Operations.

25. Ms Margaret Orik Obonyo, SSP, Officer in Charge, U.G. Prison Gulu Main, is appointed District Prisons Commander Gulu.  She hands over the station to Mr. Emmanuel Mucunguzi, SP, U.G. Prison Upper, who is now appointed Officer in Charge, U.G. Prison Gulu.

26. Mr. Joseph Outeke, SSP, Officer in Charge, U.G. Prison Soroti, proceeds on leave pending retirement.  He hands over the station to Mr. Sam Edotu, SSP, Officer in Charge U.G. Prison Kumi, who is now appointed Officer in Charge, U.G. Prison Soroti.

27. Mr. Patrick Sunday Kanyonyi, SSP, Staff Officer, East Central Region, is transferred to Prisons Headquarters for duty.

28. Mr. Deogratius Sabba, Officer in Charge, U.G. Prison Bugungu YP is appointed Officer in Charge U.G. Prison Farm Ibuga.

29. Mr. Robert Bamutura, SSP, Officer in Charge, U.G. Prison Masaka is transferred to U.G. Prison Mbale as Officer in Charge.  He hands over the station to Mr. Walter Atuzo, SP, U.G. Prison Mbarara.  Mr. Atuzo is appointed Officer in Charge U.G. Prison Masaka.

30. Mr. Jacob Kivumbi, SSP, from United Nations Mission in Liberia is appointed Officer in Charge, U.G. Prison M/Bay.

31. Mr. Aggrey Aturwaniriire, SSP/PPU, Prisons Headquarters, takes Charge of the Policy and Planning Division.

32. Mr. Anatoli Owakubariho Biryomumaisho, SWRO Central Region, is transferred to Prisons Headquarters as in Charge Formal and Informal Education.

33. Mr. John Bukenya, SP, Officer in Charge, U.G. Prison Ngoma, is appointed Officer in Charge, U.G. Prison Kaweeri.  He takes over from Ms Victoria Nehemya, ASP who is transferred to Prisons Headquarters for duty.

34. Mr. Lawrence Ochoke, SP, Officer in Charge U.G. Prison Koome, is transferred to U.G. Prison Kumi as Officer in Charge.  He hands over the station to Mr. Jimmy Onyanga, P.O.II, U.G. Prison Jinja Remand who is now appointed Officer in Charge U.G. Prison Koome.

35. Mr. Brian Eyagu, ASP, U.G. Prison Bushenyi, is appointed Officer in Charge U.G. Prison Ntungamo.  He takes over from Mr. Carlo Draburu, ASP, who proceeds on accumulated leave.

36. Ms Grace Nalule, ASP, U.G. Prison Mbale, is appointed Officer in Charge U.G. Prison Kangulumira.  She takes over from Mr. David Omaro, P.O.I who is transferred to U.G. Prison Magala as Officer in Charge.

37. Ms Barbara Busingye, ASP, U.G. Prison Kitalya, is appointed Officer in Charge, U.G. Prison Bugungu YP.

38. Mr. Geoffrey Hantali, P.O.I, U.G. Prison Wakyato, is appointed Officer in Charge U.G. Prison Ngoma.

39.  Mr. Protase Atwine, P.O.II, from United Nations Mission in Sudan assumes his duties at Prisons Headquarters. 

40. Mr. Vincent Bob Onapa, P.O.II, U.G. Prison Upper, is transferred to U.G. Prison Gulu for duty.

41. Mr. Aramanzani Kakonge, P.O. II, U.G. Prison Farm Lugore, is transferred to U.G. Prison Kiruhura for duty.

42. Mr. Geoffrey Okello, P.O.II, U.G. Prison Kigo is appointed Officer in Charge U.G. Prison Sanga.  He takes over from No. 10195 Ch/Wdr III George Wilson Owor, who is transferred to U.G. Prison Ntungamo for duty.

43. No.7083 Ch/Wdr III Adrian Byomuhangi of U.G. Prison Kigo, is appointed Officer in Charge U.G. Prison Butenga.  He takes over from No.10731 Ch/Wdr III George Kiggundu who is transferred to U.G. Prison Lwabenge as Officer in Charge. 

44. No. 10770 Ch/Wdr III Fenekansi Kaliwani, Officer in Charge U.G. Prison Lwabenge, is transferred to U.G. Prison Ntuusi as Officer in Charge.  He takes over from No.7366 Ch/Wdr III Richard Drwarikwe.

45. No.7366 Ch/Wdr III Richard Drwarikwe, Officer in Charge, U.G. Prison Ntuusi is transferred to U.G. Prison Bigasa as Officer in Charge.  He takes over from No.3578 Ch/Wdr. I Jimmy Kiggundu who proceeds on accumulated leave.

46. No.10383 Ch/Wdr III John Serunkuma, Officer in Charge, U.G. Prison Magala is transferred to U.G. Prison Farm Kitalya for duty.
