Gen. Elly Tumwine has today been sworn in as security minister, replacing Maj. Gen. Henry Tumukunde who was recently fired.
Gen. Tumwine was sworn in this morning at state house Entebbe, by his appointing authority, President Yoweri Museveni.
The ceremony was attended by among others; Prime Minister, Dr. Ruhakana Rugunda, Education minister and first lady Janet Kataha Museveni, minister of internal affairs Gen. Jeje Odong, Public service minister Muruli Mukasa, and government chief whip Ruth Nankabirwa.
In his remarks, president Museveni explained that the security sector needs technology, and that government can acquire everything that is important.
“The technological gaps must be filled so that security organs can fulfil their responsibilities” he said.
The president added that people should not be shy to help each other in terms of management. “Security heads should not sit and remain silent while wrongs are being committed. In security docket, the main issue has been teamwork. When you work as a team, you benefit from the knowledge of others. People should contribute their ideas and ensure success thereafter” he concluded.
His remarks come after the firing of Gen. Kale Kayihura the Inspector General of police, and security minister, Henry Tumukunde. The dual was involved in petty fights for over a year, and by the time of his firing, Gen. Kayihura had threatened to fire his officers, if they shared information with other security organs.
It remains to be seen, what changes Gen. Tumwine will cause especially in keeping the citizens of Uganda secure. He told the press after vetting last week, that he believes in team work and information sharing.
