It will be hard for Parliament to conduct government business if officers that tortured a host of legislators are not arrested immediately.
This threat is carried in a letter dated August 27th 2018, addressed to the President of Uganda, by the Speaker of Parliament Rebecca Kadaga.
In the letter, Kadaga demands for the arrest of officers from the SFC, military police and Uganda police force who allegedly tortured members of her house.
The MPs mentioned in Kadaga's letter include;Kassiano Wadri, Mp elect Arua Municipality, Robert Kyagulanyi Ssentamu, Kyadondo East, Francis Zaake Mityana municipality, Paul Mwiru, Jinja East, Gerald Karuhanga, Ntungamo Municipality, and Michael Mabikke, Makindye East.
The speaker wants the security officers implicated in the matter arrested and prosecuted.
"Your Excellency I am concerned that no effort has been made to arrest security officers from the SFC, Military Police and Uganda police force who were involved in the violent actions against unarmed civilians" she wrote.
The speaker added that such acts are in contravention of the prevention and prohibition of the Torture Act 2012 in force in Uganda, specifically Section 2 i(a) and (b).
"This is therefore to demand that the officers concerned be apprehended at the earliest opportunity and presented in court. Unless this is done, it will be very difficult to conduct government business in Parliament. The Uganda Parliament will not condone acquiesce in acts of torture" the speaker warned.
She however added that Parliament does not condone acts of lawlessness by its members.
