Brig Kasura David the Director National Leadership Institute has this morning officially opened the Resident District Commissioners Retreat 2019 19 consisting of 134 gentlemen and 73 ladies.
The RDCs and their deputies who were recently appointed by the president will be given an opportunity to interact with officials from MDAs on the ins and outs of government institutions.
Esther Mbayo, the minister for presidency addressed the gathering this morning and explained that RDCs and Deputy RDCs should inform Government about outbreaks in a timely manner, adding that the relationship between RDCs local government is also bad.
“You should work on it. I only defended you because you hadn't been inducted. Now we are on it, I won't do it again” Mbayo said.
She cautioned them against engaging in active politics. “Avoid engaging in partisan politics for now. Do your work and service delivery is the reason you were appointed into office.”
Min. Mbayo further informed RDCs that they should make sure Government Programs and Projects are helpful to people at district level for instance operation wealth creation and make sure the input goes to the right people, ‘not yourselves.’
One RDC sometime back gave himself a cow instead of the residents’ she revealed.
The minister also encouraged them to ensure that they fight together with President Yoweri Museveni to end the battle against HIV, arguing that government has enough drugs so people should be told to test and those infected should be sensitized to get treatment.
According to the minister, it is the role of RDCs to report to the Office of the President before taking action. She further informed them about the new state house anti-graft campaign meant to stop corruption adding that it will also make sure the RDCs are doing proper coordination of Government programs and services.
