Ministry of health Permanent Secretary has authorized the payment of four billion six hundred twenty-five million Ugandan Shillings to Microhaem Scientifics and Medical Supplies Limited (MHS) for the supply of COVID19 test kits.
The authorization follows a letter from MHS to the Permanent Secretary Ministry of Health, indicating that the supply can only happen with 100% advance payment for the merchandize.
“I wish to inform you that where the kits are available in the factory and can be shipped next week on the earliest available flights, given the current logistic challenges and demand for the kits globally, all manufacturers require 100% advance payment for any supplies” a letter from the MHS Managing Director Cedrick Akwesiga reads.
In the letter, Akwesiga requests that Government through the ministry advances payment to facilitate expeditious delivery of the kits.
The PS, Dr. Diana Atwine instructed the supplier to submit advance payment guarantee and have its verification be handled by BoU.
“Let the supplier submit advance payment guarantee. Its verification will be handled by BoU. This advance payment should be reflected in the contract” she said.
