The Kampala Capity City Authority, KCCA will on 1st November 2020 start enforcing the infamous Boda Boda free zone reforms that were recently approved by Cabinet.
According to Hon. Betty Amongi the Minister for Kampala and Metropolitan Affairs, the reforms are meant to streamline and regulate operations of motorcycles in the city.
On Monday, the police and KCCA came under fire when they attempted to enforce the reforms. Several motorcycles were impounded for operating in the central business district which was recently gazetted as a boda boda free zone.
However, several Ugandans riding none commercial motorcycles were also affected during the operation, forcing the public to gang on police until it was suspended pending further guidance.
On Wednesday, Hon Amongi announced that the enforcement shall commence on November 1st and that by this date, all boda boda operators are required to have relocated to their approved stages.
“All boda bodas must operate at gazetted stages. Each stage has a unique reference code and each division has identification color which will have to be worn at all times” the minister.
According to Amongi, cabinet approved a boda boda free zone where all boda bodas are prohibited from entering/accessing. The free zone runs along the boundaries of Wampewo Roundabout- Jinja Road to Kitgum House junction, Access Road-Mukwano Road to Clock Tower- Kafumbe Mukasa Road- Kisenyi Road- Mackay Road- Kyaggwe Road- Watoto Church- Bombo Road- Wandegeya- Hajji Musa Kasule Road- Mulago Roundabout- Kamwokya junction- Sturrock Road- Prince Charles drive and Lugogo Bypass.
KCCA and Ministry of Works and Transport shall have a grace period of 90 days to erect signage at all boda boda stages, demarcate the stages on ground in all the divisions, engage boda boda leaders at division levels to standardize fees chargeable in each stage, and engage all boda boda operators at division level for purposes of sensitizing them on the registration process operation in the city.
Currently, the ICT ministry is finalizing development of a travel app which will be used for the boda boda registration process.
“Within a period of 60 days effective 1st August 2020, all boda bodas whose operators do not belong to any mobile transport application companies/associations shall register with KCCA at the respective divisions, while noncommercial motorcycles shall register with ministry of works and receive a permit to operate in a boda boda free zone.
