The Tororo District Woman Member of Parliament (MP), Sarah Opendi has moved a Private Members Bill in Parliament that seeks a Degree qualification for MPs and President slots.
In her motion, Opendi is also seeking an amendment to article 102 of the constitution to deny persons without a degree from contesting.
Opendi also wants 40% of elective parliamentary seats ringfenced for women, by also amending Article 78 of the Constitution.

“Uganda has not yet achieved gender balance in political decision-making in line with her commitment under the Beijing Declaration and Platform for Action,” Opendi says in her motion.
In response, the Speaker of Parliament Anita Among has referred the motion to the Ministry of Justice and Constitutional Affairs for incorporation into the terms of reference by the soon-to-be-set-up Constitution Review Commission.
“There is a need for a comprehensive review of the Constitution as opposed to piecemeal amendments by private members,” she said.
