The Soroti Resident Judge, Henry Adonyo has rejected the bail application of Stephen Nuwagira, the Soroti District Internal Security Officer (DISO), who is facing charges of murdering former Access Solar engineer, Cedric Kayiwa on December 20, 2022.
According to Michael Emasu the State Attorney, Nuwagira was denied bail because he lacked a fixed place of abode, substantial sureties, and a report of good conduct.
The judge also expressed concern about the possibility of witness tampering if Nuwagira were granted bail, noting that he had presented civilian sureties instead of military officers.
Nuwagira has been seeking bail since January in vain. After his relatives raised concerns about unfairness in the handling of his case by the police and court officials in Soroti, his file was sent to the Directorate of Public Prosecution in Kampala for review.
However, the DISO's request for additional statements on his file was reportedly not considered. Sulainah Nankanyi of Premier Advocates, Attorneys, and Legal Consultants, who is representing the family of the deceased engineer, expressed concern about Nuwagira's delayed trial. Nuwagira was further remanded until April 23, 2023.
