The Democratic Party wants the inspector general of police; Gen. Kare Kayihura investigated for his involvement in the caning of Ugandans on Kampala last week.
Paul Kenneth Kakande, the party publicity secretary for DP says the IGP Kayihura is the one fueling such terror acts on Ugandans.
Kakande was this morning addressing the media when he said that the IGP should stand down in the mean time so investigations can be thoroughly carried out.
Last week on Tuesday and Wednesday, police officers indiscriminately beat up people who stood on the streets or used the same routes as DR. Kiiza Besigye upon his release from Luzira and as he visited FDC head offices in Najjanankumbi respectively.
This prompted police to open an investigation into the matter after serious attacks from the public, opposition, and human rights activists.
The IGP has since commended his men for brutalizing Ugandans saying caning does not kill and is better than teargas and stray bullets.
Six police officers were yesterday arraigned before the Police Disciplinary Court chaired by Senior Commissioner of Police (SCP), Denis Odongpiny and charged with unlawful exercise of Authority use of excessive force, poor conduct.
Police Constable Moses Wamala, who is attached to Kampala CPS, was particularly charged for beating up supporters of Besigye at Kalerwe market on July 12th on his way to his home shortly after his release from remand from Luzira maximum prison. The suspects pleaded not guilty to the charges and were released on bond. They will appear before the Police Disciplinary Court on July 25 for the hearing of their case.
However, DP says this is not enough as their commander, facilitator and trainer Gen. Kayihura stays free.
“We take note that the biggest culprit in all this has not been invited in the committee; the inspector General of police, Gen. Kale Kayihura must be invited in this investigation. He is the financer, the organizer, he does the recruitment and he does the payment of these Kiface boys” argued Kakande.
