Speaker of parliament Rebecca Kadaga has directed legislators to go through the report of the rules, privileges and discipline committee which has recommended to the house that proceedings of the appointments committee be open up to the public.
The debate comes up for discussion today Thursday.
The recommendation to have the proceedings open is carried in the committee report to parliament on the amendment of the Rules of Procedure of parliament, a legislative practice for each new parliament to make its own rules.
In the current rules of procedure used by the 9th parliament, Rule 153 provides that meetings of the committee shall be convened by the Speaker of Parliament and the proceedings shall be closed.
The Appointments committee is responsible for approving on behalf of Parliament, the appointment of persons nominated by the President under the Constitution or any other appointment required to be approved by Parliament under any law.
While presenting the committee report, Kenneth Clement Ongalo the Rules committee chairperson noted that his committee received and discussed proposals to open the proceedings of the appointments committee to the public.
"This would ensure transparency, public confidence and make such proceedings public just like proceedings of other committees of parliament," reads the report.
The speaker has in the past blamed MPs for voting against opening the committee which she chairs to the public.
Civil society organisations have also in the past pushed for the open scrutiny of individuals appointed to public offices.
