Police in Masindi has revealed that the man who showed up at Resident District Commissioner-RDC’s office with a sharp knife last week is mentally ill.
The suspect is Joseph Serugo who was arrested at the RDC’s office while attempting to meet her. However, the Secretary realized that he was carrying a sharp knife, prompting the RDC’s security to neutralize him. The incident happened on July 7, 2021.
Serugo claimed to have an important document to present to the RDS, Florence Kobusinge Kirabira. However, in the process of presenting the document to the secretary, a sharp knife dropped from Serugo’s pocket.
Officers at Masindi Central Police Station discovered that Serugo is a resident of Gayaza B village Nangabo sub-county in Wakiso district where Kirabira worked before her transfer to Masindi.
However, Julius Hakiza, the Albertine Region police spokesperson, says that they subjected the suspect to a mental health checkup on Friday, which showed that he is a victim of mental illness.
Police has also obtained information from his home district indicating that he once spent time at Butabika National Mental Referral Hospital.
They are making arrangements to transfer Serugo to Wakiso district for attention by his family members.
