Drama ensued this morning as the Presidential Affairs Committee hosted the KCCA leaders including; Kampala Lord Mayor Erias Lukwago, and Kampala Minister Betty Olive Kamya.
The committee summoned the KCCA leadership regarding the USAFI market.
However, the Lord Mayor and Minister Betty Kamya shocked committee members when they started playing the blame game of who is jeopardizing the authority development and not.
The lord Mayor first told the committee chaired by Susan Amero today that the talk had been diverted from USAFI market issues and that he had not been informed of another agenda.
However, Kamya said she had received a letter from the committee to discuss various issues and called the Lord mayor who did not heed.
“We received a letter from the Vice Chair of the Committee calling us to discuss three issues Min. Kamya: I called Lord Mayor & told him that I wasn't ready but he went to radio assuring people that he was ready to appear” said Kamya.
In response, Lukwago said that “aAll the issues that you want to be presented here must be presented before the Authority First. I find it irregular for the Minister to present policy issues before deliberations by the City Council.
However, the minister insisted that she invited the Lord Mayor three times to discuss this letter of invitation but he didn't turn up prompting the committee chair Amero to ask them to settle their personal matters far from her committee.
“If you have personal issues, have them outside there but don't carry them in this Committee,” Amero advised the two.
Legislators would then wonder why the two are not working together as a team. Hon. Simeo Nsubuga asked, “Lukwago, Kamya, Ssemakula . Why don't you work together? You are here to serve the people of Kampala. We want you to come here when your one as KCCA.”
Hon. Allan Ssewanyana reminded Minister Kamya that she was appointed to bring harmony at the City Hall not divisions that were visible during today’s meeting.
She later apologized for the disorganization before they were sent away to go back and organize themselves and come back.
“I apologise for the poor impression we have shown here. More efforts will be put to create harmony,” Kamya told the furious committee members.
