President Yoweri Museveni is today expected to attend the 10th parliament’s first sitting and election of speaker and deputy speaker of parliament.
This is the first time, since 1996 that the president is attending such an event. The president will preside over today’s sitting alongside the Deputy Chief Justice, Steven Kavuma
According to the Clerk to Parliament, Jane Kibirige, the sitting commences at 10.00am, and the Constitution provides that "no business shall be transacted in Parliament other than an election to the Office of Speaker at any time that office is vacant."
President Yoweri Museveni is scheduled to administer oaths and hand over instruments of power to the Speaker and Deputy Speaker of Parliament.
The race for speaker has one unopposed candidate, Rebecca Alitwala Kadaga, while the deputy speaker race is hotly contested between Jacob Oulanya and Muhammed Nsereko, the Kampala central MP.
President Museveni has in the past asked Nsereko, one of the rebel MPs to step down for Oulanya, but the former has adamantly refused. Oulanya stood down for his former senior Kadaga, after pressure was amounted on him by the ruling NRM.
