The police have arrested the headteacher of Kotido Senior Secondary School, one Jackson Matsanga for alleged fraud and financial impropriety.
Matsanga was arrested on Wednesday along with the school bursar, Luke Ocheng on the recommendation of the Kotido District Public Accounts Committee, after they noticed a number of irregularities on the expenditure of the school.
Grace Nancy Oyugi, a member of the PAC says there was an expenditure of 79 million shillings for the purchase of the school bus which was procured last year on loan by the headteacher from Post Bank Kotido Branch without following proper procedure.
The money was paid to unknown source and there were no documents to show expenditure of the money, according to Oyugi.
The head teacher is also in trouble for failing to account for 46 million shillings support from Uganda Communications Commission, UCC meant for ICT and computer studies for the students.
The money was allegedly paid to a contractor who did not bid for the work and there were no receipts to show the money was received.
PAC members further discovered that the school spent 27 million shillings at source, contrary to the Public financial management guidelines which require monies to be banked before spending.
According to the Committee, the money was collected by the Director of Studies instead of being paid to the bursar.
Police arrested Matsanga who is currently detained at Kotido Central Police Station pending investigations into misuse of public funds, Jimton Aguta, the Kotido District Police Commander confirms..
