Uganda has today joined the rest of the world to commemorate the International Day of Persons with Disabilities. The national celebrations are in Mbale where the Minister of State for Gender and Culture Affairs, Hon. Mutuuzo Peace Regis, this morning joined persons with disabilities at Iganga Municipal Council Primary School in Iganga town.
Today’e event commenced with a procession through Iganga town to raise awareness about issues affecting the Disability fraternity. This year's celebrations are being held under the theme: "Promoting Disability Inclusive Programming for an Accessible Future"
The International Day of Persons with Disabilities is commemorated to create awareness on the importance of promoting equality and full participation of Persons with Disabilities in social life as well as development.
The National Housing and Population Census of 2014, 12.4% of the entire population of Uganda are Persons with Disabilities which translates to about 4.8 million people.
The Uganda Functional Difficulties Survey which was conducted by the Uganda Bureau of Statistics in collaboration with the Ministry of Gender, Labour and Social Development in 2017, also established that 17 percent of adults, Seven percent of children aged 5 to 17 years and four percent of children aged 2 to 4 years had a disability.
The study further revealed that for every type of Disability, prevalence was highest among the adults, which implies that disability increases with age.
The study identified key causes of Disability among adults as; accidents at home, malaria and road traffic accidents.
For children 2-17 years the common causes are; congenital (from birth) and sickness especially malaria and measles.
During Tuesday’s event, the Ministry of Gender Labour and Social Development will be launching the guidelines for the National Special Grant for Persons with Disabilities. Money will go to Persons with Disabilities in groups for enterprise startups and growth.
