The Ministry for Kampala Capital City and Metropolitan Affairs has issued a new warning against members of the public who are hanging campaign posters in the city.
While addressing the press in Kampala on Friday morning, Namugwanya Benny the state minister for Kampala Capital City and Metropolitan Affairs noted that despite receiving guidelines that were issued by KCCA recently, candidates continue to hang posters.
The ministry has observed with concern the continued haphazard placement and display of advertisements in form of posters, fliers, placards and billboards in areas that are not authorized for such purposes as well as uncontrolled noise in the city” the minister says.
She added that these tools have been pressed on road junctions, road islands, pavements, street poles, trees, perimeter walls and many other non-gazetted locations within the city.
She added that as a result, these tools have visually constrained both motorists and pedestrians from easily navigating through the city, led to accidents, blockage of ways, increased littering that has also led to drainages, noise emission & pollution, obstruction of security installations like street cameras, covering street address and directional signage.
Hon. Namugwanya warned that according to 97 (9) of the National Environment Management Act 2019, those found liable will be fined 11,000,000.
“We therefore appeal to the general public to cooperate with KCCA and desist from the aforementioned acts as we shall not refrain from dealing decisively with those who contravene these directives” the minister warned.
