The Buganda Road Chief Magistrates Court has remanded Isaac Mukwaya a psychologist and resident of Mutungo in Nakawa Division, to Luzira prison for careless driving
The remand order was issued by Chief Magistrate Ronald Kayizzi at the Buganda Road Chief Magistrates Court.
Mukwaya was slapped with two charges, including failing to stop when signaled by a police officer in uniform who was executing his duties.
The prosecution alleged that on June 12th, 2023, at approximately 3 pm, at the parking yard of Lyca Mobile Company in Kampala District, Mukwaya drove a black Subaru Foresta Reg No UAZ 515 without reasonable consideration for other road users.
However, Mukwaya pleaded not guilty to the charges brought against him.
State Attorney Ivan Kyazze, leading the prosecution, informed the court that inquiries into the matter are still ongoing and incomplete.
Mukwaya sought bail and presented three sureties, including his mother Rose Nasejje, his wife Maureen Namyalo Musoke, who works as a Human Resource Consultant at True North Consult, and his cousin sister Shakira Nabbanja, a businesswoman specializing in Property Management.
In his bail application, Mukwaya cited being the sole breadwinner at home and having a sick child. He assured the court that he would comply with any terms and conditions set by the court.
However, the prosecution objected to the bail application, citing the ongoing investigations and the likelihood of Mukwaya interfering with the inquiries.
Kyazze also raised concerns about the recommendation letter from the Local Council One, stating that it did not appear to be intended for court purposes as it was addressed "to whom it may concern."
He further informed the court that the defense lawyers claimed Mukwaya was a resident of Mbuya, while the charge sheet indicated he resided in Mutungo. The prosecution emphasized the lack of proof that he had two homes.
Mukwaya clarified to the court that he had previously been a resident of Mutungo, where he had registered his National Identification Card, but has since relocated to Mbuya.
His troubles began when he attempted to knock down a police officer at Kitgum Junction on Jinja Road and then fled the scene. The officer, Josam Katongole, reportedly removed the front number plate after the incident.
Mukwaya later drove to Central Police Station in Kampala but was advised to take his sick child to the hospital before reporting back. After approximately one hour, Mukwaya returned to CPS and was subsequently arrested following the circulation of a video clip on social media platforms.
Last year, more than 10 police officers lost their lives in road accidents, including three cases of deliberate vehicle collisions, one of which involved a vehicle belonging to the Ministry of Internal Affairs.
