Museveni Fires Katumba Wamala, Replaces with Gen. Muhoozi

Brig. Peter Elwelu, (now Major General) the man who commanded the infamous November 2016 Kasese raid on the Obusinga bwa Rwenzururu Royal Palace has been promoted from 2nd Division commander, to commander of the Land Forces.

He is one of the three people petitioned by Kasese legislators to the ICC. Elwelu’s elevation follows a reshuffle of military commanders by the commander in chief last night.

Meanwhile in the same reshuffle, Gen. Katumba Wamala has been replaced as Chief of Defence Forces by Maj. Gen. David Muhoozi. Gen. Katumba is now State minister for works.

Maj. Gen. David Muhoozi has been commander of land forces.

Maj. Gen. Muhoozi Kainerugaba has been moved from commanding Special Forces, and is now Special Presidential Advisor in charge of operations. Muhoozi has been replaced by his deputy, Lt Col Don Nabaasa who has been promoted to the rank of Colonel and is in acting capacity.

Maj. Gen. Wilson Mbasu Mbadi who has been the Chief of Staff is the new deputy Chief of Defence Forces, while Deputy CDF Lt Gen Charles Angina has been demoted to take over as Deputy Commander Operation Wealth Creation.

Also, Brig. Sam Okiding who has been commanding Sector One contingent in Somalia is now a Major General and is new Commander Field Artillery.

Head of Military intelligence Brigadier Charles Bakahumura has been appointed Chief of Logistics and Engineering.

Brig. John Mugyenyi has also been promoted to Maj General and appointed Commander Air Defence.

While Lt Col Abel Kandiho has been elevated to Colonel and appointed CMI boss where he replaces Bakahumura.

Defence spokesperson Paddy Ankunda described the reshuffle as normal and good for institutional growth.

Asked to comment on Gen. Katumba Wamala’s situation, Ankunda said; “He is now a minister, he is no longer in UPDF, so I am no longer competent to comment on his issues.”
