The Kampala Capital City Authority (KCCA) Lord Mayor Erias Lukwago has this morning reconvened a council meeting after a two months' of bickering triggered by disagreements between the political and technical wings.
Lukwago, on March 28, issued the notice for today’s special authority meeting to discuss KCCA's budget for 2018/19 financial year. The meeting started at 10am at City Hall.
Council last sat nearly two months ago on February 5 when it was indefinitely suspended by Lukwago after a standoff between the political and technical wings. The technical wing had snubbed council meetings convened by Lukwago that have since been termed null and void by controversial Kampala Minister, Beti Kamya.
It then hit a snag at City Hall on January 25 when Minister Kamya wrote to Lukwago saying the council meetings he had been convening are null and void.
The meetings that Kamya referred to are "resumed meeting(s)," which are a continuation of previous authority meeting(s). As result of Kamya's letter, technical officials including clerks walked out arguing that they could not participate in illegal meetings.
In between January 25 and February 5, Lukwago called two special authority meetings which were snubbed by the technical wing until he decided to suspend them indefinitely.
Lukwago in mid-February filed an application seeking court orders restraining Kampala Minister Beti Kamya from issuing directives while purporting to act as political head of Kampala. The petition has not been disposed of.
