Kampala Resident City Commissioners have called for a meeting with Lord Mayor Erias Lukwago just hours after he filed a petition in court to block their activities.

On Monday July 11th, 2022, the Kampala Capital City Authority(KCCA) Executive Committee led by Lukwago, Deputy Lord Mayor, Doreen Nyanjura, and councilors Olive Namazzi, John Mary Ssebuwufu, and Kizza Hakim Sawula, filed its petition before the Civil Division of the High Court.

The petition was among other things seeking judicial review on a directive by Kyofatogabye Kabuye, the Minister for KCCA prohibiting all unregistered Boda Bodas from operating in the Kampala Metropolitan Area.

Lukwago sued the Attorney General, Minister for Kampala Capital City Authority, and Kampala Resident City Commissioner.

Lukwago accuses the Minister and Rubaga Deputy RCC, Anderson Burora of reducing the number of Boda Boda operators at specified stages and within KMP to only  7000 out of 200,000.

Lukwago wants KCCA to put in place an ordinance to regulate Boda Boda operators and public transport. He wants the court to issue an injunction restraining the respondents and their agents from implementing all the directives in their suit and declaring them null and void.

Anderson Burora, the RCC Rubaga Division, says that the process will continue as scheduled despite attempts by the Lord Mayor to halt the process.

He further states that the collected information from the Boda-boda registration exercise will be used to feed the policy when it is rolled out and that his method pays taxes and ensures the safety of the road user, passengers, and property.

Burora revealed that RCC wrote to the Lord Mayor asking to meet and discuss the importance of the exercise formalizing the informal transport sector into a legally binding structure.

"We have requested the lord mayor to meet with the RCCs to harmonize on what seems to be bad yet we all are moving in the same direction.No campaign is going to stall or stop, this means that the registration and training will continue,” Burora says
