President Yoweri Museveni has this afternoon presided over the swearing in ceremony of Gen Katumba Wamala as State Minister for Works at State House, Entebbe.

Gen. Katumba was appointed state minister for works after being relieved of his duties as Chief of Defence forces in the early January 2017 military reshuffle.

He was replaced by Gen. David Muhoozi.

This afternoon, Gen. Ktumba was sworn in at a colorful event presided over by Museveni.

In his key points during the ceremony, the president explained that the works ministry is important and takes a lot of public funds, but has unfortunately been riddled with problems over the years.

He pointed out that bidding processes are followed by countless appeals which curtail government projects and ultimately development timelines.

Museveni also explained that the General is still an active army officer.

“The law should be amended to allow work start as soon as a bid winner is declared. We must change our modus operandi. This is why this assignment is on secondment basis and as such he is not retired from the army.”
