The fraud case against Siraj Bakaleke, the former Kampala South Metropolitan Region Police Commander and senior city lawyer, Paul Wanyoto could be over before they start, after the Directorate of Public prosecution-DPP directed Police to find more implicating evidence if they are to prosecute the duo.
Bakaleke and Wanyoto are accused along with four other police officers of illegally arresting, detaining, defrauding and attempting to repatriate two Korean nationals, Park Seunghoon and Jang Shingu Un of Shillings 1.4 billion.
As we have reported in the past, the Korean nationals were arrested in February 2018 as they were waiting for a meeting with gold dealers purportedly organized by Wanyoto. However, Police rained on their parade when it sent in officers and arrested them.
Now, the suspect's file was sent to the DPP for perusal and sanctioning before they could be arraigned in court for prosecution.
But, the DPP has since returned the file directing police to "avail more implicating evidence on the fraud." Some of the evidence attached to the suspect's file includes the victims’ statement, statement of witnesses at Katwe Police Station and Entebbe airport, flight tickets and details of their purchase and video recordings of the victims being arrested from Acacia Mall.
However, there is no evidence beyond the victim's statement showing that the suspects took the Shillings 1.4billion.
The Inspector General of Police, Martin Okoth Ochola recently suspended Siraj Bakaleke to pave way for investigations. Meanwhile, the other officers including Isaac Munezero, the Officer in charge Crime Intelligence Katwe police station, George Kayongo, Kenneth Zirintusa and Patrick Ochen were suspended by the former IGP, Kale Kayihura shortly after their arrest.
